Osceola School District is proud to announce the addition of three outstanding educational leaders to its team: Dr. Barbara Lowery-Sharp, Mr. Haven D. Thomas, and Ms. Terra Rose. Each brings a wealth of experience, a passion for student success, and a commitment to excellence that will strengthen the district’s mission of empowering every learner.

Dr. Barbara Lowery-Sharp has been hired as the Assistant Superintendent.  She joins the district as a transformational leader in continuous improvement and compliance. With more than three decades in public education and over 25 years of senior leadership experience, Dr. Lowery-Sharp has a proven track record of driving systemic improvement in high-need school districts. Her expertise includes school turnaround, instructional leadership, Title IX compliance, and the design of large-scale professional learning systems.

Throughout her career, Dr. Lowery-Sharp has led initiatives aligned to state accountability systems, improved academic outcomes, and fostered cultures of continuous improvement. She has overseen multimillion-dollar federal funding initiatives, expanded Professional Learning Communities (PLCs), and strengthened partnerships with stakeholders. Known for her collaborative leadership style, she is deeply committed to building trust, mentoring leaders, and advancing equity and excellence for all students.

Mr. Haven D. Thomas has been named Director of Information Technology. With over two decades of professional experience spanning education, corporate, transportation, and healthcare sectors, Mr. Thomas brings a strong background in technology leadership and innovation.

He has served in multiple leadership roles, including IT Officer, Technical Support Manager, and Systems Administrator, where he led system implementations, improved infrastructure, and streamlined operations. Most recently, he has been instrumental within the district as a Career & Technical Education teacher, developing Business Intelligence and Management curriculum and integrating instructional technology to enhance student readiness.

Mr. Thomas holds a Master of Business Administration in Management Information Systems and a Bachelor of Science in Management Information Systems. He is committed to leveraging technology to support teaching and learning, strengthen cybersecurity, and improve operational efficiency across the district.

Ms. Terra Rose joins Osceola School District as the Curriculum Director. She comes with more than 11 years of experience in education. A native of Marvell, Arkansas, she is dedicated to student and teacher success and brings a strong background in instructional support and leadership development.

Ms. Rose has served in roles ranging from elementary classroom teacher to Assistant Director of Adult Education. Most recently, she worked as a Novice Mentoring Program Specialist, where she supported new and developing educators through coaching, professional learning, and licensure guidance. Her experience reflects a deep commitment to empowering teachers and improving instructional practices.

She holds a bachelor’s degree from the University of Arkansas at Pine Bluff and a master’s degree in Educational Leadership from Arkansas State University. Ms. Rose is passionate about fostering growth, supporting educators, and contributing to the continued success of students across the district.
